This submission is intended to provide the Licensing Sub-Committee and the parties with more information in support of our objection in respect of an application for a new premises licence for Belgrave Square submitted by ‘Belgrave Square Garden Events Committee’.

  1. The Belgravia Society is a registered charity founded in 2009 to create a civic society in Belgravia with a holistic approach to the community. Belgravia residents, families, local groups, institutions and businesses are welcome to join. We want the society to be the first point of call for Belgravia about its history, its present and future. We have approximatelya  thousand members and subscribers, to whom we distribute an electronic magazine monthly. It is entirely independent of commercial or other partisan interest.

OBJECTION to Application 17/14880/LIPN Belgrave Square London SW1X 8PS

1          Background

 

 

1.1       Belgrave Square was laid out in the 1820s as a garden to serve the houses surrounding the Square. These houses were built without gardens and apart from small yards have no outside space. The private garden square was built to provide a place for an garden to so the residents could enjoy the garden square in lieu of their own gardens. This provided space recreation space for adults and their children with their guests to use the garden which people would normally have with their houses.

The private garden square was built to provide a place for a garden so the residents could enjoy the garden square in lieu of their own gardens. This provided recreation space for adults and their children with their guests to use the garden,  which people would normally have with their houses.

This document was prepared to object to the proposed change of use of the building from offices to hospital as well as the various changes to the physical appearance of the building. We concluded that Belgravia could not afford to lose the office space and there would be considerable adverse effect on the amenity of neighbours, it was of poor design, and there was visual impact and overdevelopment of the site.

 

Both Westminster gave their consent nevertheless and Grosvenor consented to the change of use, which is Landlords they had the power to give or refuse.

TBS application to list Newson’s yard (occupied by Travis Perkins) as an Asset of Community Value

 

This was an attempt by TBS to save the timber yard in its present form as part of the heritage of Belgravia and supported statements by the Secretary of State in 2009 and Historic England in 2015 that the timber yard clearly has strong his historical local interest. An earlier application had been rejected on technical grounds but was resubmitted. Despite the evidence, Westminster rejected the application.

Response to public consultation by Network Rail and Tfl in relation to Crossrail 2.

 

In order to have TBS support, we said the work must be consistent with celebrating Belgravia’s past and engaging with its present. The Scheme as presented does not, but we consider it capable of doing so if the changes we are proposing are adopted.

Objection to develop Newsons Yd and other property – (Travis Perkins).

 

TBS opposed the development of the timber yard and believed that the use permitted by WCC claimed by WCC was incorrect correct, damaged the frontages, that the proposed units were out of keeping with the area, loss of important business, loss of apprentice opportunities and loss and damage to Belgravia heritage. It is now the subject of a Judicial Review.

Responded to the framework, seeking enhancement of facilities. Supported the efforts of the Planning Department and emphasised the importance of encouraging a genuine community consultation.

TBS made suggestions as to how the Scoping document could have been improved. Re-iterating issues from other documents previously submitted, the importance of consultation and sufficient time being needed.

Consultation with WCC paper on Growth and Tall Buildings

 

TBS response dealing with needing to monitor projections, growth should be organic using existing building and not large developments. While possibly agreeing some increases,TBS rejected any new tall buildings.

TBS response to the Tfl proposals at Grosvenor Place and Duke of Wellington Gyratory

 

TBS objected strongly to the proposals to change the right turns from Grosvenor Place into 3 residential streets.

 

 Introduction 

The Belgravia Society (“the Society”) is an Amenity Society with charitable status (Charity No. 1168619) set up in 2009 to represent the interests of residents in the area of London known as Belgravia. It currently has some 1,300 members and is extremely active in monitoring all planning developments and environmental and road traffic matters in and adjacent to Belgravia and in making appropriate representations to Westminster City Council ( “ WCC “), Transport for London (“TfL”) and other appropriate bodies. The Belgravia Society therefore feels that it is of high importance for it to make a submission to this consultation by TfL regarding its proposals relating to Grosvenor Place and adjoining streets since this is an issue of great concern to the residents of Belgravia affected by these proposals.

The Society is deeply concerned about, and therefore objects strongly to, that part of TfL’s current proposals which proposes changes to permitted vehicle movements by vehicles turning right out of Grosvenor Place.
